In May 2021, I attended the NWK 2020/2021 conference hosted by the Ernst-Abbe-Hochschule Jena (EAH) in Jena, Germany. Due to the COVID-19 pandemic, the conference in 2020 was cancelled and my paper “Entrepreneurship Policy Discourse and its Network of Actors in Hamburg, Germany” was now presented in a remote format during the 2021 event.
Abstract: Even though policy makers often associate entrepreneurship, especially startups and their alleged innovative high-growth potential, to job creation and economic growth, this link is subject to debate in academia. Consequently, entrepreneurship policy discourse should be better analysed to understand what drives formulation of policy agenda. The author investigates the public policy domain in Hamburg (Germany) to uncover how entrepreneurship policy stakeholders feed a self-perpetuating discourse of domination based on sociotechnical imaginaries. Initial findings show how these imaginaries in Hamburg’s policy discourse seem disconnected from reality. To underpin findings with procedural backdrop, this paper introduces the network of actors that was identified during his investigation and constitutes a core part of the policy discourse.
